On May 15th, officials from the Peruvian Official Seminar visited Shanghai Academy and carried out exchange and discussion with Zhao Kebin, Executive Vice President of Shanghai Academy, Lin Wei, Vice President of the University of the Chinese Academy of Social Sciences and Deputy Dean of the CASS Graduate School, and others, on issues regarding deepening cooperation between China and Peru.

Zhao Kebin welcomed the arrival of the Peruvian officials and introduced the establishment background, service object, research scope, and innovation system construction of the Academy. Zhao Kebin said that Shanghai Academy is a think tank jointly established by the Chinese Academy of Social Sciences and Shanghai Municipal People’s Government. By relying on the resource advantage of CASS, adhering to the research angle of “Shanghai; Outside, Looking In” and closely focusing on the trend of economic and social development in Shanghai and its vision of becoming an excellent global city, the Academy has put heads together and taken measures to serve Shanghai’s innovation and progress, so as to enhance Shanghai’s ability in strategic research, governance consultation, public opinion guidance and public diplomacy. Shanghai is a city with high degree of openness. Shanghai Academy adheres to the concept of openness and continuously deepens exchanges with many countries in various fields. There is a long history of friendship between China and Peru, and there have been records of Peru in China since the end of the Ming Dynasty and the beginning of the Qing Dynasty. Though separated by vast oceans, it cannot block a “fellow-villager sentiment” spanning tens of thousands of kilometers.

Manuel Gambini Rupay, Governor of the Ucayali Region, thanked the Academy for its reception. He said that the friendship between China and Peru has a long history, and the two countries have extensive cooperation and ties in the fields of economy, culture, society and tourism. The purpose of the China visit this time is, on the one hand, to learn from China’s economic, social, cultural and other institutional advantages; on the other hand, the desire to continue to deepen cooperation between Peru and China in various fields. He said that Peru has rich material resources, and China has advanced technology and investment. He expressed the hope that the two sides can enhance cooperation in all aspects, promote the economic development of both sides, and realize a new situation of mutual benefit and win-win result.

Peruvian Supreme Court Executive Member, Augusto Ruidias Farfan, gave a brief introduction to the Supreme Court of Peru and also expressed high recognition for his participation in the regional management experience activities in Shanghai. He pointed out that corruption has long been a global problem. In recent years, China has made great achievements in anti-corruption work. China as a whole has maintained a tough stance on corruption, which has received high attention and praise from global media. He hoped to draw lessons from China’s achievements and experiences in anti-corruption efforts, in the hope of providing inspiration and motivation to anti-corruption appeals in Peru.

Lin Wei introduced Shanghai's achievements of reform and opening up over the past 40 years. He said that Shanghai is a window for China's reform and opening up, and openness is Shanghai's greatest advantage. He hoped the Peruvian seminar’s trip to Shanghai will be fruitful.

The persons participating in the exchange include Eloy Zamalloa Campero, President of the Supreme Court of the Judicial District of Arequipa, Peru, Cesar Alberto Arce Villar, President of the Supreme Court of the Judicial District of Ayacucho, Yang Huijun and Zhu Cheng, Director of the Secretariat and Director of the Cooperation Division respectively of Shanghai Academy, and Wang Xiaoming, Director of the International Center for Culture and Education, Graduate School of the Chinese Academy of Social Sciences.
