Wen Xueguo, Executive Vice President of Shanghai Academy, and his party arrived in Karamay and met with Zhang Hongyan, Mayor of Karamay, on August 27. Both parties reached consensus on further strategic cooperation in the future.

In the meeting, Wen Xueguo first introduced Shanghai Academy to Zhang Hongyan. He said that, as a new-type think tank, jointly constructed by the Chinese Academy of Social Sciences and Shanghai People's Government, Shanghai Academy regards the construction of this high-level cooperation and communication platform as one of its important targets. In this visit to Karamay, he hoped to cooperate with Karamay in multiple aspects, which is not only an important move to serve Karamay government, but a key measure serving the development strategy of the “Belt and Road” Initiative. According to Wen Xueguo, Shanghai’s assistance to Karamay is dominated by talent support and intelligence introduction. With certain advantage in this aspect, Shanghai Academy will do a good job in service, and introduce more experts and research teams from Beijing and Shanghai to Karamay, so as to provide intellectual support for the transformation and development of Karamay.

Zhang Hongyan introduced to Wen Xueguo and his party that Karamay, as a resource-based city, is facing the issue of how to achieve sustainable development. In urban transformation and development, Karamay is in urgent need of Shanghai's talent and intellectual support. Zhang Hongyan hoped that during the period of the 13th Five-Year Plan, by taking advantage of the “Belt and Road” Initiative and Shanghai’s talent assistance to Karamay, Karamay could conduct in-depth strategic cooperation with Shanghai Academy, in a bid to achieve its objectives of accelerating urban transformation, the advance of human resource structure optimization, and the improvement of labor quality.

Finally, Zhang Hongyan extended gratitude to Shanghai Academy for its support. She said, Shanghai Academy could first set up pilot projects to test its research results in Karamay, and that Karamay would study them in good faith and with an open mind. She wished successful cooperation between both parties.

Relevant leaders of the Karamay government and relevant staff of the Research Division and Secretariat of Shanghai Academy attended the meeting.
