This issue of Key Reference publishes an article entitled Shanghai's Business Environment Is Further Optimized According to Requirements of Dual Reduction of Foreign Investments. The article points out that in 2017, Shanghai introduced fewer new foreign investment projects than the previous year, because of such external factors as the international macro environment as well as the poor business environment in Shanghai. To this end, the article suggests that Shanghai accelerate the construction of a new open economic system, comprehensively implement the preferential policy for foreign investment and reduce costs, speed up the construction of free trade ports, enhance the “degree of participation” of foreign-funded enterprises to Shanghai Technology Innovation Center, and carry out a more open policy for introducing overseas talents, so as to further optimize Shanghai’s business environment, and achieve the "care, settlement, retention, and enrichment of business”.
