China’s civil-military integration is presently in a period of fast transition from initial integration to deep integration. With the intensive release of important policies and successive launch of big projects, civil-military integration is at a critical stage of strategic upgrade. Meanwhile, implementation of theMadein China 2025 initiative meets resistance with the fluctuations in Sino-US trade frictions. According to Wu Baiyi, Director of the Institute of American Studies, CASS, Shanghai, based on its solid industrial foundation, big stock of talents and high government efficiency, may include Made in Shanghai into civil-military integration, and take the lead in six aspects, i.e. idea upgrade, structural adjustment, standard development, trial implementation of measures, pilot launch of projects and yielding of dividends.
