Themed on “The Integration of the Yangtze River Delta: Theories and Countermeasures”, the Chinese City Hundred People Forum (CCHPF) Spring and Summer Seminar 2019 was held in Shanghai on April 20.

Li Qiang, Secretary of the Shanghai Committee of the CPC, attended and addressed the seminar, and Xu Kuangdi, Vice Chairman of the 10th National Committee of the CPPCC and Honorary Chairman of the Presidium of the Chinese Academy of Engineering, gave a keynote speech at the seminar.

Li Xiaohong, President of Chinese Academy of Engineering, Wang Jingqing, Vice President of the Chinese Academy of Social Sciences, and Zhang Yaping, Vice President of the Chinese Academy of Sciences, respectively delivered remarks to the seminar. Zhou Ji, Honorary Chairman of the Presidium of the Chinese Academy of Engineering, chaired the seminar.

Li Qiang

Li Qiang said that since last year, Shanghai had conscientiously implemented the important instructive spirit of General Secretary Xi Jinping on the higher-quality integration of the Yangtze River Delta. Under the strong support of relevant parties of the country and in collaboration with Jiangsu, Zhejiang, and Anhui provinces, Shanghai had made and carried out the three-year action plan to advance a number of key projects and formed a package of important achievements.

He said that General Secretary Xi Jinping formally announced at the opening ceremony of the First China International Import Expo that China would support the integrated development of the Yangtze River Delta region and make it a national strategy, give the integration of the Yangtze River Delta a more important historical mission, deeper strategic connotation, and a broader stage of practice. China would make every effort to promote the implementation of the national strategy to develop the Yangtze River Delta into a leading demonstration area in implementing the new development concept nationwide, a portal of the Asia-Pacific region in global resource allocation, and a world-class urban agglomeration with global competitiveness, through the joint efforts of Shanghai and the foresaid three provinces. To build a demonstration zone showcasing the integration of the Yangtze River Delta at the junction of the three provinces means to further practice the new development concept, and take a lead in exploring the system innovation of regional integration and the high-quality development system and mechanism. In a word, efforts shall be made to promote the intensive implementation and systematic integration of comprehensive reform measures and work hard to build a new height of reform and opening up, ecological value, innovative economy, and living quality.

He also noted that there was no ready-made experience and plans for the integration of the Yangtze River Delta. To do good work on this major topic of “1+1+1>4”, we need not only make use of exploratory practice but also theoretical support, and we must base on reality and take a long-term perspective. This seminar served as a powerful boost to the integration of the Yangtze River Delta and the work of Shanghai. He hoped that all experts and scholars could offer advice and suggestions, and contribute wisdom, to make joint efforts to implement the national strategy on a large scale.

Li Xiaohong said in his speech that, to make the integrated development of the Yangtze River Delta region a national strategy was an important decision and arrangement of the Central Party Committee based on the overall situation of national development. This CCHPF regarded the integration of the Yangtze River Delta as its theme, serving as a concrete action to implement the important instructive spirit of General Secretary Xi Jinping. As a high-end thinktank of China, Chinese Academy of Engineering would give full play to its multidisciplinary, trans-departmental and cross-industry strengths and further strengthen its consulting, scientific, and technological study to make new contributions to the realization of the higher-quality integration of the Yangtze River Delta.

The CCHPF is a city-based non-profit and academic platform for multidisciplinary communication and exchanges in China. It is designed to effectively pool together the outstanding research and export teams in relevant fields and build a multidisciplinary collaborative innovation platform to strengthen the study on such major issues as urbanization and urban development, and provide decision-making departments with theoretical support and policy advice. The forum was co-sponsored and co-founded by Wu Liangyong, Xu Kuangdi, Chen Zongxing, Wang Weiguang, Niu Wenyuan and Wang Guangtao in 2014.
