On June 26, the very day of the 32nd International Day Against Drug Abuse and Illicit Trafficking, International Drug Control Blue Book: International Drug Control Research Report (2019) was jointly released by Shanghai Academy, Shanghai University and Social Sciences Academic Press.
International Drug Control Blue Book is the first domestic annual research report focusing on the global drug issue, tracking the latest trends in drug control, and serving national drug control work. It was compiled under the leadership of Professor Zhang Yong’an, Director of the David F. Musto Center for Drugs and National Security Studies and member of the Shanghai Anti-Drug Expert Committee is the Editor-in-Chief. Dr. Zhu Hong, Executive Director of the David F. Musto Center for Drugs and National Security Studies, served as Executive Editor. Doctors Zhang Yong and Zhu Hong respectively shared the Latest Trends of the Global Drug Regime and Drug Governances in 2018" and the New Platform and Vision of the International Drug Control Blue Book " with experts and friends from the media.
International Drug Control Blue Book: International Drug Control Research Report (2019) shows six trends:
(1) The number of drug abusers worldwide continues to increase, with the average death age of drug abusers being 37 years old.
(2) The number of dominant and recessive drug abusers continues to increase globally.
(3) New psychoactive substances may replace traditional drugs.
(4) The drug problem poses an increasingly diverse threat to both China and the United States.
(5) Domestic drug production activities are still active.
(6) The number of drug driving incidents is increasing in an explosive manner.
It also highlights four new trends: The drug situation in the Golden Triangle Region shows a slight decline after a sustained rebound in opium poppy cultivation area, but still maintains at a high level; the situation of drug penetration in China is severe; the production of synthetic drugs has increased substantially, surpassing heroin as the traditional drug of addiction; and the domestic precursor chemicals massively flow into the Golden Triangle Region.
