The Signing Ceremony of the Strategic Cooperation Agreement between Shanghai Academy and Karamay Municipal People's Government, and the Inauguration Ceremony of Shanghai Academy (Karamay) Base, was held at Karamay Municipal Government on August 28. Zou Xiehua, Deputy Secretary General of the CPC Karamay Committee, presided over the Signing and Opening Ceremony. Wen Xueguo, Executive Vice President of Shanghai Academy, and Ahemaiti Balati, Deputy Mayor of Karamay, signed the agreement on behalf of both parties. Wen Xueguo and Jiang Dongdong, Deputy Secretary of the CPC Karamay Committee, unveiled the nameplate of “Shanghai Academy (Karamay) Base”.
At the Signing and Opening Ceremony, Wen Xueguo extended his warm congratulations to the signing, and his gratitude to the Karamay Government. He said, Karamay has a pure-play industrial structure. To accelerate Karamay’s urban transformation and advance its construction as an internationalized regional center, Shanghai Academy will provide assistance, by taking advantage of Shanghai’s intelligence, in the principle of mutual benefit and win-win cooperation. Shanghai Academy will conduct theoretical research and decision-making consultation research, promote urban industrial structural adjustment, optimization and upgrading, and vigorous development of relevant industries. It would also provide personnel training and cooperate with Karamay on some projects.
Jiang Dongdong noted that, because Karamay is a nationally important petroleum and petrochemical base and a new-type industrial city under key construction of Xinjiang, its cooperation and exchanges with Shanghai Academy are new moves to support the development of the “Belt and Road” Initiative, and advance the transformation of a resource-based city. He hopes that Shanghai Academy could give full play to its profound advantages in high-end think tank and policy research, organize elite capabilities to provide high-level intellectual and talent support to build Karamay into an internationalized regional center and a high-quality city, and lay a foundation for development and support of the West China oil city.
“Shanghai Academy (Karamay) Base” contains Shanghai Academy (Karamay) Research Center, Shanghai Academy (Karamay) Student Practice Center, and Shanghai Academy (Karamay) Training Center, and provides talents and intellectual support for Karamay in the effort of advancing the urban transformation and the construction of an internationalized regional center.
Yan Lijun, Secretary General of Karamay Municipal People’s Government, Wang Xin, Vice Chairman of the CPPCC Karamay Committee, representatives of the Organization Department of the CPC Karamay Committee, representatives of the municipal research center of social and economic development, representatives of the municipal human resources and social security bureau, representatives of the municipal education bureau, representatives of the first and second batches of Karamay assistance cadres, relevant staff of Research Division and Secretariat of Shanghai Academy, and students of the School of Economics of Shanghai University and the summer practice group of Shanghai Academy attended the Signing and Inauguration Ceremony.
