From February 28 to March 2, a research group from the Institute of Law of the Chinese Academy of Social Sciences (CASS) made a tour to Shanghai to receive an update on the status of market supervision system reform in Shanghai.
The research group was composed of Tian He and Lv Yanbin, research fellows of the Institute of Law, CASS, Wang Xiaomei and Li Yanjie, associate research fellows, and Liu Yanpeng, an assistant research fellow of the Institute of Law, CASS.
Accompanied by Lin Guangjie, Section Head of the General Office of Shanghai Municipal People’s Government, Wen Xueguo, Executive Vice President of Shanghai Academy, Xiong Hou, Director of the Research Division, Shanghai Academy, Li Chunguang, Director of the Cooperation Division, Shanghai Academy, and related personnel from the Research Division, Shanghai Academy, the research group paid a visit to the Shanghai Administration for Industry & Commerce, the Legislative Affairs Office of the Shanghai Municipal People’s Government, and the Administration Service Centers of Xuhui District and Pudong New Area, as well as other agencies respectively, to learn measures for streamlining administration and delegating power to lower levels during the market supervision system reform of Shanghai.
Through field investigations, research fellow Tian He and other experts and scholars spoke highly of the market supervision system reform of Shanghai. They considered that Shanghai ranked among the first in China in streamlining administration and delegating power to lower levels, strengthening in-event and after-event supervision, and the comprehensive governance on innovation behaviors that violate law and regulations. Shanghai has also effectively promoted orderly market development while obtaining expected reform results.
During the investigations, Wen Xueguo briefed the development of Shanghai Academy in detail to leaders from the General Office of Shanghai Municipal People’s Government, Shanghai Administration for Industry & Commerce, the Legislative Affairs Office of the Shanghai Municipal People’s Government and other agencies, and actively discussed related cooperation plans.
