On March 29, Shanghai Academy held a Press Conference on its User Perception Evaluation Report (2016) on Mobile Communication in Shanghai. The report is the first released in the country from the perspective of gaining an improved view of citizen’s perception, and also serves as a new measure to implement the central government’s general requirement on boosting speed and cutting costs, with an aim to improve weak links and upgrade users’ perception, and in turn to contribute to the wireless city construction of Shanghai.
Executive Vice President Wen Xueguo from Shanghai Academy addressed the conference. He expressed that Shanghai Academy would pay close attention to and follow up the new progress, new issues and new measures of Shanghai’s wireless city construction, and would also strive to explore the new ways, mechanisms and means of the wireless city construction project from the perspective of enterprise innovation and entrepreneurial cost reduction. Shanghai Academy hoped through the ongoing project to take the lead in four results: first, in establishing a multi-party collaborative working mechanism involving governments, think tanks, enterprises, citizens and society; second, in forming a basically stable evaluation object system; third, in building a scientific and effective evaluation paradigm; and fourth, in making a set of periodical release systems for evaluation reports.
The report made a comprehensive evaluation on user perception of mobile communication and i-Shanghai coverage from eight industries and 16 districts of Shanghai. According to the report, large parks got the highest comprehensive user perception evaluation of Shanghai’s mobile communication, and Pudong New Area performed best in mobile communication user perception among all districts of Shanghai. The report suggested: first, to strengthen the acceleration of comprehensive planning, and improve weak links in great earnest; second, to perfect the evaluation mechanism and strengthen construction and guidance; and third, to improve public WIFI coverage and eliminate information islands. During the 13th Five Year Plan period, Shanghai, according to the general idea of “7+X”, would annually evaluate the following seven fields closely related to people's livelihood services, including large parks, Grade-III class A hospitals, famous business circles, traffic hubs, subway lines, residential quarters, and centers of community culture, community affairs and community health, and would specially evaluate industries (X) annually in combination with the annual working plan.
China Regional Director Xu Junjie from TM Forum, and Professor Gu Xiaoming from Fudan University attended activities and addressed on the new trends in facility construction of urban mobile communication throughout the world and the communication and cooperation among the government, enterprises and citizens. Xu Junjie believed that the user perception evaluation report had great instructive and directive significance for the operator to upgrade the network service quality and for the wireless operator to solve the problem of coverage gaps. Gu Xiaoming expressed that the user perception evaluation research had the connotation and significance in both political economics and industrial economics.
Director Yang Huijun from the Secretariat of Shanghai Academy presided over the conference and research fellow Li Meng from Shanghai Academy helped in report instruction and demonstration. The release activities were also attended in person by representatives from competent business units of governments at all levels in Shanghai, news media, operators, relevant information facility enterprises and relevant scientific research institutions, and various industries and organizations.
