Comparison of Technological Innovation Capability between Shanghai and Other International Cities

【Abstract】

This issue of Key Reference publishes an article entitled the Comparison of Technological Innovation Capability between Shanghai and Other International Cities. The article analyzes that PCT, as an approach to apply for foreign patents, is the main approach for innovation subjects to apply to overseas patent bureaus, the only approach for State Intellectual Property Office to make data statistics for foreign patent application, as well as an important indicator to judge the international influence of innovative subjects. In the article, the technological innovation capability of seven cities, namely Shanghai, Beijing, Shenzhen, New York, London, Paris and Tokyo, are evaluated and compared, from the perspectives of innovation trend and innovation field. According to the findings, of the seven cities, Shanghai records the least number of PCT patent applications, but ranks third in the annual compound growth rate of PCT patent applications (11%), after Shenzhen (27%) and Beijing (25%). The article suggests that Shanghai shall strengthen and improve patent review, strictly and properly handle questionable patents, adjust and improve the patent encouragement policy, and create a favorable environment for patent development.
