This issue of Key Reference publishes an article entitled Suggestions for Improving Employment Quality in Shanghai. According to the article, Shanghai fails to meet the strategic requirements for its construction as a scientific & technological innovation center, in terms of the size and quality of high-end talents; laborers are less satisfied with their jobs and career prospects, and they change jobs frequently, which is particularly true of those with poor educational backgrounds. So, Shanghai is in urgent need of higher employment quality the article suggests several improvement strategies: First, Shanghai must reform the talent work mechanism with the focus on attracting high-end talents; second, Shanghai must advance diversified entrepreneurship and tap the potential of laborers, so as to create a sound entrepreneurship and employment environment for building itself into a globally influential scientific & technological innovation center; third, Shanghai must do a good job of educational reform and education restructuring; fourth, Shanghai must scientifically plan urban space, and strengthen social and ecological construction.
