    The Market Regulatory System Reform Requires Strengthened Construction of the Law Enforcement Team

    [Abstract]

    This issue of the Survey Report publishes an article entitled The Market Regulatory System Reform Requires Strengthened Construction of the Law Enforcement Team. The article holds the view that Shanghai has made some exploration in comprehensive law enforcement, collaborative regulation and credit regulation, and the efforts have produced notable results, but still faces some difficulties and problems in law enforcement. For example, conflicting laws and regulations put law enforcement in a dilemma; the unsmooth operation of systems and mechanisms results in the lack of coordination among different departments; with limited abilities, and law enforcement personnel find it hard to fulfill tasks effectively. Regarding the problems, the article gives three suggestions about how to strengthen construction of the market regulatory team. First, efforts must be made to make laws and regulations consistent and do a good job in the top-level design. Second, efforts must be made to unify the information system and smoothen the operation of systems and mechanisms. Third, efforts must be made to strengthen the regulatory force and intensify the quality and effect of law enforcement.
