Strengthening In-Process and Post-Process Regulation and Deepening the Reform in Streamlining Administration and Delegating Power

[Abstract]

This issue of the Key Reference publishes an article entitled Strengthening In-Process and Post-Process Regulation and Deepening the Reform in Streamlining Administration and Delegating Power. The article holds the view that Shanghai has made positive exploration in advancing comprehensive law enforcement, strengthening collaborative regulation, and implementing credit regulation and co-governance, but faced many institutional bottlenecks in the reform and difficulties in post-process regulation. These include; the excessively detailed division of functions at the municipal level that hampers the reform in grassroots law enforcement; inconsistent law enforcement basis and procedures defined by different departments; varying systems for law enforcement; the difficulty in information sharing; and insufficient stability and specialization of the law enforcement team. Finally, the team gives several suggestions about how to beef up in-process and post-process regulation. First, efforts must be made to deepen the reform dividend in Shanghai from two aspects, i.e. top-level design and grassroots exploration. Second, the rights list and law enforcement rules must be revised and improved in a timely manner. Third, government data sharing must be strengthened, Fourth, grassroots law enforcement force must be further optimized.
