【Abstract】

This issue of the Key Reference publishes the article entitled Adopt Multiple Measures to Gain a Head Start in the Global Shipping Industry. The article points out reasons for Shanghai to have a head start in the process of transfer of the international shipping industry, as well as the main problems in the transformation and upgrading in aspects of backward development of Shanghai’s high-end shipping service industry, substandard legal, taxation, and operation environments, and the shortage of professionals in support of shipping development. Finally, it makes policy suggestions for promoting the upgrade of Shanghai International Shipping Center.
