The issue of the Key Reference publishes The Weaknesses Restricting Shanghai from Developing into a Globally Influential Scientific and technological innovation center – The Inspiration of the Construction Experience of International Scientific and technological innovation centers to Shanghai. Through comparison with world-famous scientific and technological innovation centers, the article analyzes the weaknesses restricting Shanghai from developing into a globally influential scientific and technological innovation center, and gives policy suggestions on how to conquer the weaknesses: First, industrial upgrading must be rooted in Shanghai’s industrial foundation; Second, an inclusive and open culture must be developed; 3. Efforts must be made to accelerate the breakthroughs in advanced technologies and speed up deployment and organization of IPRs and technical standards; 4. Innovation must be introduced in governments’ public management policies.
