The article proposes the direction for Shanghai’s industrial upgrading during the 13th Five-year Plan period, which is to make advanced manufacturing and service-oriented manufacturing the new points for industrial growth, and thus promote the exit of traditional manufacturing and its transformation into innovation-oriented manufacturing.
