Guo Rong is the Director of the Institute of Science & Technology Investment at Chinese Academy of Science & technology for Development, and also a professor and assistant research fellow. His main research fields include combining Science & Technology with finance, supporting S&T-based (industrialized) financial policies and tools, venture capital investment, and S&T input. He has participated in the national medium and long-term S&T development plan special subject of S&T input and management model, research on high-tech enterprise identification and related policies, special subject of S&T and finance, research on industrial fund planning strategy of China Development Bank, and research on the evaluation method of venture capital guiding funds for S&T-based small and medium-sized enterprises.
His main research fields include combining S&T with finance, supporting S&T-based (industrialized) financial policies and tools, venture capital investment, and S&T input.

In field of state-level major projects, he is one of the authors of the main report on National Medium and Long-term S&T Development Planning——Science & Technology Input and Management Model; a special research group member of S&T Input and Conditions of the National Outline for Medium and Long-term S&T Development Planning; deputy head of the drafting group of Design Scheme for China Hi-tech Industrial Development Foundation jointly entrusted by Ministry of Science and Technology and China Development Bank; serves as the chief translator of the Game of Financials; a drafter of the Feasibility Study Report on Establishing the Xinjiang Production and Construction Corps State-owned Assets Management Company.
As a subject head, he has undertaken the following state-level subjects, including Research on Hi-tech Enterprise Certification and Fiscal and Tax Support Policies, Research on Policies Concerning Finance’s Guiding of Venture Capital, Research on Policies and Mechanisms to Promote Independent Innovation in Capital Market, Research on International Financial Crisis and Its In-depth Influence, Research on Financial Support Means for National S&T Programs, and Research on Issues Concerning Tax Policies of the Financial Industry.
Provincial and ministerial-level subjects include Research on Development Countermeasures of China Development Bank’s Industrial Investment Funds, and Research on Income Tax Incentive Mechanism of China’s S&T-based Small and Medium-sized Enterprise Investors.
