POSITION
Currently, he acts as Director of the Institute of Economics and Secretary of the Party Committee of CASS. Pei is a delegate of the 12th CPPCC, and a highly regarded economist.
WORK EXPERIENCE
Pei has been engaged in the research of international trade and investment, and the financial and service economy for a long time. His doctoral dissertation entitled Utilization of Foreign Capital and Industrial Competitiveness was ranked in the Top 100 Excellent Doctoral Dissertations by the Academic Degrees Committee of the State Council and Ministry of Education in 2000. Since 2003, he has published tens of papers in such major newspapers and journals as Social Sciences in China, Seeking Truth, the People's Daily, Economic Research Journal, China Industrial Economics, Finance & Trade Economics and International Trade, and 10-odd English papers published in domestic and foreign journals, including two research achievements granted awards by the former Ministry of Foreign Trade and one research achievement winning An Zijie International Trade Research Work Award in 2008. In 1996, he won the honor of the Special Allowance of the State Council. In 2005, he was elected in the “Four First Batches” Talent Cultivation Program of the Propaganda Department of the CPC Central Committee.
With diverse work experiences, he has served as Director of the Bureau of Foreign Affairs of CASS for five years, and Director of the Institute of Finance and Trade Economics for six years. In September 1997, he acted as a member of the UNESCO-China National Committee. In December 2000, he served as an executive member of the International Social Science Council affiliated to UNESCO. He has won three honorary titles for international exchange. In October 2000, he was granted the title of honorary doctor by the Institute of Far Eastern Studies of the Russian Academy of Sciences; in April 2001, he was granted the title of foreign academician by the Russian Academy of Natural Sciences; and in July 2001, he was granted an honorary title of “Kentucky Colonel” by Paule Patton, Governor of Kentucky. From February 2003 to September 2004, he acted as Vice Mayor of Hangzhou Municipal People's Government of Zhejiang Province, in charge of economic system reform, government legal system, foreign affairs and government finance.
He has been active in providing theoretical support for decisions and studies of the Party and the country. On May 31, 2005, he gave a lecture titled "New Characteristics of Economic Globalization and International Trade Development" at the 22nd collective learning of the 16th Political Bureau of the CPC Central Committee. On February 6, 2006, he was invited to participate in an expert seminar chaired by Primier Wen Jiabao, and discussed modifications in the report on the work of the government. Since 2004, he has participated in many expert seminars chaired by Vice Premier Wu Yi, and leaders of the National Development and Reform Commission, Ministry of Commerce, and State Administration of Foreign Exchange, and discussed relevant policy issues. He has also explained relevant economic issues for theoretical centers of such CPC local committees as the CPC Hunan Provincial Committee, CPC Jiangsu Provincial Committee, CPC Jilin Provincial Committee, CPC Zhejiang Provincial Committee, CPC Qinghai Provincial Committee, CPC Guangzhou Municipal Committee, CPC Hangzhou Municipal Committee and the CPC Shanghai Municipal Committee.
