On the afternoon of May 17, Shanghai Academy signed a strategic cooperation agreement with the CPC Work Committee of Shanghai Municipal Commission of Economy and Informatization and Shanghai Municipal Commission of Economy and Informatization. Zhang Xiping, Inspector of the CPC Work Committee of Shanghai Municipal Commission of Economy and Informatization, presided over the signing ceremony. Lu Xiaochun, Secretary of CPC Work Committee of Shanghai Municipal Commission of Economy and Informatization, and Li Youmei, First Vice President of Shanghai Academy, addressed the ceremony on behalf of the signatories. Ouyang Hua, Vice President of Shanghai University, attended the activity and gave a speech. Huang Ou, Deputy Director of Shanghai Municipal Commission of Economy and Informatization, and Zhou Guoping, Vice President of Shanghai Academy, signed the cooperation agreement on behalf of the respective parties.

Recently, the Belt and Road Forum for International Cooperation was held in Beijing. At the forum, Xi Jinping, General Secretary of the CPC Central Committee, delivered a keynote speech and said, “Industries are the foundation of economy”. The report of the 11th Congress of the CPC Shanghai Committee has put forward the task of “Deepening the Reform and Opening Up and Accelerating Economic Transformation and Upgrading”. The industrialization and informatization serves as an important area of Shanghai’s innovation-driven transformation and development, a main support of the economic construction and municipal operation, and an important link in strengthening Shanghai’s attraction, creativity and competitiveness. Thus, to enhance the in-depth cooperation between the CPC Shanghai Municipal Working Committees under the guidance of the CPC Shanghai Municipal Committee, economic comprehensive management departments, and high-end think tanks, and to work together to study major development issues concerning the industrialization and informatization, are the concrete actions for both parties to implement the spirits of the CPC Central Committee and the 11th Congress of the CPC Shanghai Committee. Such actions will vigorously promote the governmental function transformation and the improvement of administrative efficiency, and positively expand the construction and development road of new-type think tanks.

According to the contents of strategic cooperation agreement, in future, both parties will carry out theoretical research, decision consulting researches and thematic project cooperation by focusing on Shanghai’s industrial talent development, Shanghai’s industrial innovation transformation, major industrial project advancement, smart city construction, and Party and cultural building in enterprises. Cooperation will be rolled out from the following four aspects.

First, study and develop the implementation opinions to promote industrial talent growth in Shanghai, and further explore the way to improve the work effectiveness of industrial talents through the reform and innovation of the talent working system and mechanism, to provide the intellectual support and industrial talent guarantee for Shanghai to boost industrial transformation and upgrading and the construction of a center for scientific & technological innovation. Second, explore the way to jointly build “Shanghai Industrial Innovation and Transformation Development Research Base (Center)”, so as to provide the professional think tank support for industrial innovation and transformation, smart city construction, industrial talent growth and the development of corporate culture. Third, carry out an in-depth thematic report cooperation, to jointly streamline the typical experience, bottleneck problems and policy proposals in fields of Shanghai’s industrial innovation and transformation, and industrial talent growth, so as to form the thematic reports of Shanghai Academy (Key Reference, Investigation Reports etc.), then submit such reports to the CPC Shanghai Municipal Committee, Shanghai Municipal People’s Government, and Ministry of Industry and Information Technology of the People’s Republic of China for decision-making reference. Fourth, carry out project cooperation in the fields of project evaluation, policy (report) release, talent review, cadre education, talent training, and high-end forums, by focusing on industrial innovation and transformation, industrial talent growth and other areas according to the actual needs, innovation and cooperation carrier.
