On March 12, 2016, Shanghai Academy held the First High-end Think Tank Lecture in 2016. He Yadong, senior diplomat and director of Policy Research Department under the Ministry of Commerce, was invited to present a lecture themed on “Reflection and Reconstruction of China’s Globalization Pattern——Participation in International Division of Labor from Elements to Enterprises” at the Auditorium of the Academy.
In the lecture, He Yadong gave a detailed analysis of the important characteristics of China’s globalization pattern and the internal and external conditions that helped to form it; he pointed out that China’s economy is categorized as a non-balanced open economy, which featured four characteristics: first, GDP increasingly deviates from GNP; second, the internationalization of Chinese enterprises is relatively lagged behind; third, processing trade fails in transformation and upgrading; fourth, conversion of foreign exchange reserves is achieved with difficulty.
He Yadong focused on the analysis of three issues worth discussing in China’s globalization pattern: Whether China still has its competitive advantages? How to evolve from “element participation” to “enterprise participation” in international competition? Has there been a current trend toward “deglobalization”? He pointed out that China’s globalization pattern had to adhere to walking with “two legs”. On the one hand, China had to participate in the international division of labor through the long-term element advantages; on the other hand, it must promote the growth in globalization capability of enterprises by such policies that support enterprise industrialization.
This lecture was presided over by Shen Yao, Dean of School of Economics, Shanghai University, and was attended by over 50 people, including teachers and students of colleges and universities in Shanghai, as well as entrepreneur representatives from Shanghai.
Yang Huijun, Director of Research Division, Shanghai Academy, was also present at the lecture.
