Establish a Coordinated Management Organization for the Development of the Yangtze River Delta City Group at an Early Date

【Abstract】

This issue of Key Reference publishes an article entitled Establish a Coordinated Management Organization for the Development of the Yangtze River Delta City Group at an Early Date. The article points out that at present, the imperfect systems and mechanisms for the integrated development of the city group restricts the release and further integration of energy in the Yangtze River Delta. Organizations such as the chief executive joint conference for various functional departments in various cities and regions in the Yangtze River Delta have been set up, which should have taken up this responsibility, but they cannot fully play their role for many reasons. Therefore, it is suggested that an inter-regional “Coordination Bureau for Innovative Development of the Yangtze River Delta City Group” should be set up as early as possible so as to form an effective and operable administrative body, and solve a lot of problems of coordinated development in the region. Further analysis of the article believes that the Bureau's main responsibility is to solve the problem of cross-regional governance, and to deal with problems that cannot be solved or are pooly solved by a single city in the Yangtze River Delta area; the Bureau should have some administrative power, starting from the veto power, and gradually expand to control power over cross-regional governance; the Bureau should have a reasonable and effective decision-making and implementation system; and the metropolitan branch should be set up to achieve integrated development in different regions.
