Deepening the Talent System Reform and Building Shanghai into a Highland for Creative Talents

[Abstract]

This issue of the Key Reference publishes an article entitled Deepening the Talent System Reform and Building Shanghai into a Highland for Creative Talents. The article analyzes the foundation, advantages, challenges, and difficulties for Shanghai to develop into a highland for worldwide creative talents, and finally, gives suggestions about the move. First, continued policy support must be provided to the cultural & creative industry, so as to attract, train and gather creative talents from both home and abroad. Second, efforts must be made to deepen the reform of the talent system, so as to provide institutional guarantee for talent quality, talent flows, talent structure and talent output. Third, reforms and innovation must be pushed forward to explore a path suitable for both the development of Shanghai as a modern city and construction of Shanghai into a highland for creative talents. Fourth, cooperation with the creative talent highlands both at home and abroad must be increased, to achieve win-win results.
