Closely Integrated with National Strategies and Creating a New Landscape for the Micro and Small Enterprises in Shanghai

[Abstract]

To better support Shanghai’s construction as a global technological innovation center, Shanghai’s strategy for the development of micro and small tech enterprises and high-tech ventures must go beyond the established ideas about “eliminating weaknesses” and “local consciousness”, highlight the requirements of national strategies, aim at the fundamental problems at the State level facing micro and small tech enterprises and high-tech ventures, and focus on key fields. The strategy shall be aimed to build a larger platform, strengthen precision policy implementation, and foster micro and small high-tech enterprises that take the lead in frontier technologies and market segments in three fields, i.e. ICT, biomedicine, basic parts and software.
