Suggestions about Deepening the State-Owned Assets Reform in Shanghai

[Abstract]

The article analyzes the new challenges facing Shanghai in its efforts to deepen the State-owned assets, describes the responsibilities of the State-owned assets in Shanghai and the objectives for deepening the reform, and finally proposes the strategic measures aimed to deepen the reform and foster world-class technological innovation enterprises. First, Shanghai must weaken the assessment about maintaining and increasing asset values and intensify the capability in technological innovation; Second, it must focus on frontier fields, strengthen the overall innovation awareness and improve the efficiency of innovation assets; Third, it must optimize stock assets, effectively allocate the technological innovation resources in Shanghai and make breakthroughs in key fields; Fourth, it must develop a complete set of mechanisms to stimulate innovation, with the focus on providing innovation incentives to entrepreneurs; Fifth, it must provide long-term and favorable policy support to technological innovation-oriented enterprises and optimize the market environment.
