This issue of the Key Reference publishes an article entitled Shanghai Does a Good Job in Providing Industrial Aid to Xinjiang; Shanghai Recommends Support for Big Agriculture and to Foster Leading Industries. The article gives detailed analysis from the following aspects, i.e. “Shanghai does a good job in providing industrial aid to Xinjiang with heavy investment” and “Shanghai faces problems like unclear plans in providing industrial aid to Xinjiang”, and proposes detailed countermeasures. First, Shanghai must prioritize development of big agriculture. Second, it must plan the industrial layout in a comprehensive manner. Third, it must pay attention to supporting commercial and financial facilities. Fourth, it must work to expand the size and strength of the tourism industry. Fifth, it must advance overall planning, coordination and implementation of supporting policies.
