Beijing builds a New Private Non-enterprise Mechanism for a Science & Technology Innovation Center

[Abstract]

This issue of the Survey Report is entitled the New Private Non-enterprise Mechanism for a Science & Technology Innovation Center in Beijing—Survey Report Concerning Beijing Institute of Collaborative Innovation. According to the survey findings, the exploration for Beijing’s scientific and technological innovation mechanism has an important reference value for building a scientific and technological innovation center with global influence in Shanghai. The report includes the following three parts: firstly, Serve scientific and technological innovation, and set up the “Beijing Institute of Collaborative Innovation” with new ideas; secondly, establish a new private non-enterprise platform oriented to “high technology”; thirdly, fill in the gaps, link the new positioning with the transfer chain. The following enlightenments are obtained:

1. It has been more than one year since the promulgation of the Opinions for Accelerating Construction of Scientific and Technological Innovation Center with Global Influence in Shanghai (22 articles for Scientific and Technological Innovation Center). While summarizing detailed rules for implementation, various departments shall also adopt powerful measures and an overall mechanism to put key links of scientific and technological innovation into practice at right, and create a third-party scientific research entity to implement the all-new mechanism, fill in the gaps, and integrate various forces.

2. During the process of building a “scientific and technological innovation center with a global influence”, Shanghai could try to break the traditional interest pattern, and build an all-new network platform, in order to absorb, integrate, and make good use of domestic and foreign scientific and technological innovation resources and forces.

3. Only the macro policy guidance is not enough for the construction of “scientific and technological innovation”. Emphasis shall be given to scientific and technological competition between domestic cities, and major linkage measures shall be taken for promoting capital, land, talent and education resource inputs, so as to seize the initiative in scientific and technological competition;

4. Based on the characteristics of Shanghai, efforts shall be made to give full play to its unique advantages, lead the opening-up direction, promote institutional innovation of the “global scientific and technological innovation center” construction system, and tackle difficulties which is hard to replicate.

5. Think over and handle the relationship between the Global Scientific and Technological Innovation Center and the National Scientific and Technological Innovation Center for Science and Technology, to ensure, in the process of building a global center, to guide the direction of integration of resources, to achieve results, and to achieve competitive cooperation and common development.
