Israel Sci-tech Innovation: Build a Highly Efficient Operating Platform for Transformation of Scientific and Technological Research of Colleges and Universities

【Abstract】
Israel is one of the few countries in the world that is capable of successfully commercializing the scientific research results of colleges and universities. Shanghai Academy concludes, after a survey and study, that Israel's model for transformation of scientific and technological research of colleges and universities and experiences in this area are very worthy reference for China, especially Shanghai, as it builds itself into a globally significant scientific innovation center. This issue of the Survey Report publishes an article entitled Build a Highly Efficient Operating Platform for Transformation of Scientific and Technological research of Colleges and Universities. Firstly, the report describes the basic situation of transformation of scientific and technological results of Israel's colleges and universities, and the important role played by Israel's technology transformation companies in implementing college and university research results. In addition to establishing a mature college and university technology transformation ecosystem, Israel also establishes a whole set of mature technology transformation process and operation models.
Based on the survey and study, the report summarizes the following characteristics of Israel's transformation system and mechanism for scientific and technological research results of colleges and universities: 1. Israel lays especially high stress on conducting of innovative scientific research, and on realizing the social value and application prospect of scientific research, which has become the value orientation of scientific and research work of colleges and universities in Israel; 2. To build a college and university technology transformation team is a guarantee for properly exercising the transformation of the fruits of colleges’ and universities’ technological research. ; 3. That high importance is attached to protection and licensing of intellectual property rights is a prominent characteristic of Israel's transformation work of technological research results; 4. To establish a complete service guarantee system for technology transformation to promote industrialization of technological results.
Lastly, the report attempts to summarize Israel's nation-level experiences on guaranteeing transformation of the fruits of colleges’ and universities' scientific and technological research. The experiences mainly include: Firstly, Israel adheres to the "build the country on science and technology" strategy, and improves the laws and regulations about innovation and the policies about fault tolerance and starting a business over again. Secondly, Israel establishes an administration and service system for technological innovation, so as to provide all-around support for innovation. Thirdly, Israel lays high stress on ensuring investment into education and research and development, and encourages development of human resources. Fourthly, Israel lays high stress on transformation of scientific and technological fruits, and makes great efforts to develop technology incubators and risk investment. At the end, the report summarizes the inspirations from Israel's successful experiences for the transformation of scientific and technological results in China and Shanghai: 1. The government should invest efforts to build and perfect the administration and service system and mechanism for technological innovation. 2. The government should help establish a mechanism and atmosphere of training, protection and use of innovative talents. 3. The government should develop legislation and make great efforts to develop risk investments and incubators that serve transformation of innovative technology. 4. The government should improve transformation of scientific and technological results of colleges and universities.
