Israel Sci-tech Innovation: Building Systematic and Mature Sci-tech Innovation System

【Abstract】
Israel covers 25,000 square kilometers, equal to the area of Beijing if the Negev Desert is excluded, and its population is 8.4 million, which is only 1/3 of the population of Shanghai, but it has attracted worldwide attention for its achievements in sci-tech innovation. Why? First, its innovation capability is world-leading; second, its high-tech level is world-leading; third, it has a high level of higher education; fourth, the number of start-ups is world-leading; fifth, SMEs are the main player in sci-tech innovation. The successful experience of Israel shall be analyzed from two perspectives, one is its basic national conditions and the other is its government support paths, with the latter having bigger reference value for Shanghai. The report analyzes the successful experience of Israel and explores its inspirations for Shanghai. First, immigration policies and education input provide talent resources for innovation. Second, a scientific and efficient incubation mechanism. Third, a market-oriented technology transfer office (TTO) mechanism. Fourth, highly active venture capital. Fifth, government helps enterprises surpass “Death Valley”. Sixth, perfect social services and international innovation cooperation.
