Innovating Growth and Development Mechanism, Improving Public Service Capabilities

【Abstract】

On the basis of the first phase, the mass organization reform of Shanghai has started pilot reform of the second batches. In light of the reform situation and achievements, the Shanghai mass organization reform investigation group of the Shanghai Academy conducted in-depth investigation in Shanghai Youth League Committee, Changning District Youth League Committee and Shanghai Youth Activity Center in May 2016. The report Innovating Growth and Development Mechanism, Improving Public Service-Practice of and Suggestions for Organization Reform of Shanghai Youth League Committee proposes policy suggestions from the background, situation and measures, and problems in the organization reform of Shanghai Youth League Committee. The suggestions include firstly, avoid regarding the system reform only as an institutional reform; secondly, only change of the Youth League Committee’s administrative dependence on Party and government authorities can realize fundamental de-administration; thirdly, vigorously promoting full coverage of the Youth League Committee network; fourthly, further improving public service capabilities of the Youth League Committee; fifthly, scientifically positioning the Youth League Committee and actively taking on shifted government functions; sixthly, innovating growth and development mechanism for the Youth League Committee; and seventhly, building and perfecting a new support system for the Youth League Committee.
