Deepening System Reform, Forming Long-effect Mechanism

【Abstract】
In November 2015, the 18th meeting of the Central Leading Group for Comprehensively Deepening Reform deliberated and passed the reform plan of the All-China Federation of Trade Unions and the mass organization reform pilot plans of Shanghai and Chongqing, unveiling the trade union reform. The trade union reform will follow requirements of the work meetings of the central government on mass organizations and Xi Jinping, General Secretary of the CPC, for introducing a new mass organization system, operation mechanism, way of activities and work methods. The report Deepening System Reform, Forming a Long-effect Mechanism - Practice of and Suggestions for Organization Reform of Shanghai Trade Unions proposes suggestions for deepening system reform and forming a long-effect mechanism from basic evaluation of Shanghai trade union reform and problems in the reform. The suggestions include firstly, fully understand the characteristics and work patterns of the trade union as a mass organization; secondly, Shanghai shall strengthen summarization and sublimation of the trade union’s work and its experience in the building of harmonious labor relations; thirdly, strengthening subordinate third-grade trade union organizations, especially trade unions in enterprises; fourthly, emphasizing the principal work of rights keeping and building a long-effect rights keeping mechanism for trade unions; fifthly, summarizing reform experiences and promoting the revision and perfection of the Trade Union Law.
