Survey Report Issue 4 in 2016, No.9
[Abstract]
Since reform and opening-up, the Party’s central task and styles of leadership, ruling, and administration have witnessed a historic shift. Accordingly, China’s economy and society have also undergone extensive and profound changes. In the new historical period and a new social environment, mass organizations are facing a historic transformation, as well as great and severe challenges in terms of their activity space, service object, working content and working mode. Since the18th CPC National Congress, with the overall implementation of the Four-Pronged Comprehensive Strategy, it has been increasingly necessary and urgent to reform mass organizations. This issue of the Survey Report is entitled the Study on Reform of Chinese Mass Organizations at the Current Stage, which gives suggestions for mass organizations in terms of “challenges of social changes on mass organizations”, and, “targeted measures and achievements for reform of mass organizations in Shanghai”. First, put the reform of mass organizations at a higher level and a bigger stage, and consider it in combination with the country’s governance capability and governance system modernization, rather than consider case by case; second, mass organizations shall entrench themselves in various urban and rural communities, social organizations and Internet groups, so as to really get close to the mass and serve the mass; third, mass organizations shall have the awareness of unexpected developments and the awareness of crisis, accept historical and practical tests from the Party and the people, and keep asking “who am I, whom do I serve, where do I come from, and where do I go”.
