    [Abstract]

    On May 8-12, at the invitation of the TM Forum, Shanghai Academy assigned a delegation to attend and address the 2016 Global Digital Economic Summit held in Nice, France. Based on the achievements of the survey during the summit and the discussions of experts, this issue of the Survey Report gives relevant policy suggestions on pioneering a “global business association headquarters center” in Shanghai. Specifically, the article suggests pioneering a “global business association headquarters center” in Shanghai, to seize the strategic highland of international industrial and commercial fields and constitute powerful support for the country’s international competition and cooperation strategy from the perspective of international industrial and commercial circles, with the aim to gather associations to control markets and translate economic strength into market position. Meanwhile, it proposes the benefits and methods for pioneering the “global business association headquarters center”, and suggests that Shanghai should provide the “global business association headquarters center” with a permanent office location, appropriate tax reduction or exemption, and operating expense subsidies, so as to attract international mainstream business association headquarters to be settled in Shanghai, and give an impetus to the construction of “four international centers” in Shanghai.
