    Abstract

    The issue of the Survey Report publishes the Survey Report about Shanghai Farmers' Willingness to Relinquish Their Contracted Land Management Right. The report is of the view that, we should look at the compensation based model of farmers' relinquishing of their contracted land management right from the positive side and from the negative side, and in the future, the pilot practice should mainly adopt complete relinquishing. The key to guided relinquishing of farmers’ contracted land management right is that, various objective and subjective factors must be complied with, especially, the farmers' wish should not be gone against. Through proper top level design, and improving policy system, the farmers should not only be "reassured", but should be made willing to relinquish their contracted land management right; and work should be done to motivate farmers to make them more easily "moved", and to voluntarily ask them to completely relinquish contracted land. Regarding of the relinquishing method, it is suggested that 1. a relinquishing model is established according to the actual situation; 2. The farmers' wish should be fully respected; 3. The supporting reform of the household registration system should be sped up. 4. Non-agricultural employment levels should be continuously increased; 5. The certificate system for contracted land management right should be perfected.
