Deepen Reform of the Household Registration System and Public Service System, So as to Lay a Good Foundation for Shanghai's Competitiveness in the World

【Abstract 】
This issue of the Survey Report publishes an article entitled Deepen Reform of the Household Registration System and Public Service System, So as to Lay a Good Foundation for Shanghai's Competitiveness in the World. The article is of the view that, a landscape of complementation between the local population and migrating population constitutes an important source of a city's competitiveness. While, a landscape of difference in basic public service and the social security system may be a source of a city's loss of its everlasting competitiveness. A research team from the Chinese Academy of Social Sciences conducted a sample survey of urban households in Shanghai in 2016 (1216 households, and 3607 persons), which discusses the landscape feature between the local population and migrating population. The research team proposes suggestions for reform of Shanghai's household registration system and building of its public service system by:
1. Exploring a forward looking reform of the household registration system;
2. Improving the people-centered residence permit system;
3. Establishing and improving a public service and social security system that is not discriminatory.
