    Shanghai Should Borrow Ideas from Hangzhou's Experience on Issuing Citizen Cards

    Abstract

    Hangzhou, Suzhou, Wenzhou, Nanjing, Taicang, Quanzhou and Tianjin have begun to popularize use of citizen cards in such areas as medical insurance, financial payment, transportation, public service and business alliance membership. The informatization building at various departments of Hangzhou Municipal Governments started relatively early, and their informatization building work is ahead of that in other areas. The citizen cards integrate the medical insurance system and endowment insurance system administered by the Labor and Social Security Bureau, the Housing Accumulation Fund Management System administered by the Housing Accumulation Fund Center, and the public security business system of the public security bureau. In Hangzhou's urban areas, the citizen cards can be used in such fields as medical insurance, financial payment, transportation, and as a year card for park visits. Hangzhou Citizen Card Co., Ltd was registered and founded under Hangzhou Market Supervision and Management Bureau on July 30, 2004. The building and operation of such systems has achieved relatively good management effect and social benefit, which greatly improves the informatization level of government departments.
