    【Abstract】

    This issue of Key Reference publishes an article entitled Suggestions on Promoting Innovative and Cooperative Service between Transnational Companies and Local Enterprises for Construction of a Technological Innovation Center. The article analyzes that the construction of Shanghai Technological Innovation Center cannot be separated from the supporting role of R&D institutions of multinational companies, in which the innovation and cooperation between transnational companies and local enterprises is relatively weak in terms of policy. Shanghai should integrate and promote an innovative policy system, give full play to the role of policy guidance, and encourage cooperation and innovation between multinational companies and local enterprises, especially focusing and encouraging local enterprises to conduct active cooperation and innovation with R&D headquarters of multinational companies. By industry, the construction of innovation and cooperation platforms between local enterprises and multinational companies in new medicine, new technologies and new materials industries is given priority. In the aspect of talents, accurate service is provided for technical talents of multinational companies in Shanghai. In addition, efforts shall also be made to promote the construction of a service system focusing on international technical cooperation intermediaries.
