    After three decades of continued high growth, China’s economy has entered a new normal characterized by slowed economic growth, structural optimization, diversified powers and quality improvements. So, the fifth plenary session of the 18th CPC Central Committee put forward a new philosophy known as “innovation, coordination, green development, openness, and sharing”, and gave top priority to innovation. In the future, only by advancing theoretical innovation, institutional innovation, technological innovation and cultural innovation, seeking development through innovation, pursuing innovation amid development, and finally building China into an innovation-oriented country can we adapt to the complex situations both at home and abroad, promote economic development in China and put the Chinese society onto a path to comprehensive, coordinated, and sustainable development. To become an innovation-oriented country, besides fundamentally enhancing the independent innovation ability, we shall also learn about and summarize the new experience and good practice of innovation-oriented countries.

    As a new-type high-end think tank jointly founded by CASS and Shanghai Municipal People’s Government, Shanghai Academy has kept up with the pace of the time and gained insight into the innovation updates at home. At the time when China celebrates the 40th anniversary of its reform and opening-up, Shanghai Academy plans to pool the efforts of various sides and compile a series of books entitled Innovation-Oriented Countries, so as to make its contribution as a think tank to China’s efforts to achieve transformation driven by innovation.

    I. Theme of Contributions

    The theme of contributions is the “innovative development of innovation-oriented countries”. The innovation-oriented countries mentioned here include ten countries, i.e. the US, the UK, Germany, Finland, France, Sweden, Japan, Singapore, South Korea and Israel. Contributors are expected to discuss the topics they choose, centering on a certain country, with the detailed topics as follows:

    (I) Research Report

    The focuses of research include but are not limited to the following directions:

    1. The assessment report for the capabilities of innovation-oriented

    countries

    2. The report for the momentum of China’s innovation-oriented

    development amid the international situations

    (II) Innovation System

    The focuses of research include but are not limited to the following directions:

    1. Overall framework for the innovation system

    2. Ideas for the construction of the innovation system and strategic choice

    3. Coordination mechanism for the innovation system

    4. Assessment of the innovation system

    5. Formation and development of innovation culture

    (III) Innovation Policies

    The focuses of research include but are not limited to the following directions:

    1. Evolution of innovation policies

    2. Philosophy for the design of the innovation system

    3. Structure and characteristics of innovation policies

    4. Development and trends of innovation policies

    5. Objectives of innovation policies

    6. Participants of innovation policies

    7. Enterprise development and policy environment

    (IV) Innovation Practice

    The focuses of research include but are not limited to the following directions:

    1. Practice in agricultural production

    2. Practice in industrial manufacturing

    3. Practice in the service economy

    4. Practice in urban governance

    5. Practice in guaranteeing the people’s livelihood

    6. Practice in education and health

    7. Practice in the cultural cause

    8. Practice in major projects

    (V) Inspiration

    How does the experience of innovation-oriented countries inspire China in its efforts to build itself into an innovation-oriented country?

    II. Requirements for Contributions

    1. The detailed topics for contributions are not confined, and contributors are expected to name their articles by themselves in combination with the theme and topics.

    2. Contributions must be new works not released in public and no plagiarism is allowed.

    3. The articles shall have clear views, carefully organized thinking, proper wording, sufficient evidence and certain innovative ideas;

    4. Each contribution shall contain 10,000 words at least.

    III. Qualified Contributors

    Experts and scholars in various fields both at home and abroad, postgraduates in nationwide universities and colleges and scientific research institutes and excellent practitioners in different industries can submit contributions. Submitted articles must be provided with the profile, contact means, address, postcode and e-mail box of the author.

    IV. Submission Deadline

    June 30, 2017

    V. Submission of Contributions (Either will do)

    1.    Please send the electronic version of the contributions to the e-mail

    box (shyjyzw@163.com), with the subject as “country + topic + organization name + contributor’s name”.

    2. Please send the paper version of the contributions to the following

    VI. Awards

    Shanghai Academy will organize assessment and provide the shortlisted contributors with the following awards based on the assessment results:

    1. Considerable contribution fees;

    2. Honor certificates;

    3. Providing internship or part-time working opportunities depending on

    the circumstances
